The ICPD + 5 was the first of the 5-year reviews of the implementation of the International Conference on Population and Development (ICPD) Programme of Action. Review discussions took place at an international forum in The Hague, The Netherlands on February 8-12, 1999, where conservative governments sought unsuccessfully to weaken the human rights frame of the ICPD, especially with regard to women’s sexual and reproductive rights.  Four areas were identified as Key Actions for the Further Implementation of the ICPD Programme of Action: education and literacy, reproductive healthcare, contraception, maternal mortality and HIV and AIDS.
